In this course, we will study the rules related to the regulatory authority in the Kingdom of Saudi Arabia. The regulatory authority is authorized to set and issue laws and regulations and is called the “legislative authority” in comparative laws. In this course, we will discuss the competences of the regulatory authority in terms of the issuance of laws and regulations according to the Basic Law of Governance issued in 1412AH, the role of the Council of Ministers in exercising the regulatory authority in the Kingdom, and the regulatory competences of the Shura Council. Finally, we will address the law issuance phases in the Kingdom.
